New Zealand has had a close relationship with several Pacific Island groups. When it annexed Niue and the Cook Islands in 1901, the premier, Richard Seddon, had ambitions for a mini-empire in the Pacific. In 1903, 33 members of the New Zealand Parliament, accompanied by officials, made an extensive tour of the South Pacific. They were photographed wearing Pacific costumes on the steamer Mapourika.
